Lidera las agendas de eficiencia energética y economía circular que se encuentran en el momento de instrumentación reglamentaria y normativa para su aplicación. Ello representa una gran oportunidad para colaborar y construir con diversos actores, y poner en marcha proyectos operativos.
Comenzó su carrera en calidad del aire. Coordinó la puesta en marcha de los Verificentros hace 30 años. Pasó por la atención de conflictos por el agua, para luego dedicarse varios años a la gestión integral de residuos. Acompañada de la cooperación internacional, tuvo un intenso intercambio de experiencias para encaminar dicha gestión hacia el manejo sustentable de materiales, el reciclaje y el uso eficiente de los recursos y la acción climática, piezas clave de la economía circular.
Como subsecretaria de Fomento y Normatividad Ambiental en la Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT), fue responsable de la elaboración de normas y distintos programas de toda la agenda ambiental, lo que fortaleció su visión integral. En el ámbito subnacional, fue subsecretaria de Gestión Ambiental, Cambio Climático y Sustentabilidad Energética en Guanajuato. Ahí impulsó el trabajo estrecho con sus contrapartes de economía en temas como la relevancia de la energía renovable para mitigar el cambio climático, la economía circular y el uso eficiente de recursos. De manera transversal, trabajó en propuestas para movilidad sustentable, eficiencia energética y sistemas fotovoltaicos en edificios y escuelas públicas, entre otros.
En la cooperación internacional, impulsó la creación y fortalecimiento de redes ciudadanas para temas urbanos y de protección a lagos, lagunas y ríos urbanos y elaboró una propuesta de cooperación trilateral en calidad del aire para la India, México y Alemania.
Es ingeniera industrial y maestra en Proyectos para el Desarrollo Urbano por la Universidad Iberoamericana (UIA). Cuenta con un certificado en Análisis de Ciclo de Vida por el Massachusetts Institute of Technology.

Energy Efficiency and Circular Economy Manager
Sandra leads the energy efficiency and circular economy agendas that are currently at the stage of regulatory and normative implementation for their application. This represents a significant opportunity to collaborate and build with diverse stakeholders, and to launch operational projects.
She began her career in air quality. Thirty years ago, she coordinated the launch of the Verificentros (vehicle emissions testing centers). She later worked on addressing water-related conflicts and subsequently dedicated several years to integrated waste management. Supported by international cooperation, she engaged in an intense exchange of experiences to steer this management toward sustainable materials management, recycling, efficient resource use, and climate action—key elements of the circular economy.
As Undersecretary for Environmental Promotion and Regulation at the Ministry of Environment and Natural Resources (SEMARNAT), she was responsible for developing regulations and various programs across the environmental agenda, which strengthened her comprehensive perspective. At the subnational level, she served as Undersecretary for Environmental Management, Climate Change, and Energy Sustainability in the state of Guanajuato. There, she promoted close collaboration with economic counterparts on issues such as the importance of renewable energy for climate change mitigation, the circular economy, and efficient resource use. In a cross-cutting capacity, she worked on proposals for sustainable mobility, energy efficiency, and photovoltaic systems in public buildings and schools, among others.
In the field of international cooperation, she promoted the creation and strengthening of citizen networks focused on urban issues and the protection of lakes, lagoons, and urban rivers, and developed a proposal for trilateral cooperation on air quality among India, Mexico, and Germany.
Sandra holds a degree in Industrial Engineering and a master’s degree in urban development projects from Universidad Iberoamericana (UIA), and has completed a certificate in Life Cycle Analysis at the Massachusetts Institute of Technology.
